Masterplan Haveland Adopted by Rheden Municipal Council
On Tuesday, April 22, the Haveland Masterplan was unanimously adopted by the municipal council of Rheden. The Haveland industrial area, located east of the village center of Rheden, has been designated by the municipality as a key development project. Over the past year, the BURA team worked closely with the municipality on the Masterplan. Rather than a fixed blueprint, the plan presents an adaptive and flexible vision for the future, leaving room for unforeseen developments.
Haveland will become a vibrant and (re)creative mixed-use area on the edge of Rheden. It is not a conventional neighborhood, but a unique place with a distinct industrial past and character—a place where living, working, and recreation come together. The plan includes space for 700–1,000 homes, 700–1,000 jobs, and the development of a nautical-recreational cluster. Haveland also serves as a connecting link between the wider landscapes surrounding Rheden, tying together the village, the IJssel river landscape, and the Veluwe region. The framework is based on preserving and restoring the historical road pattern of field paths and sheep tracks. Through the restoration of the historic Veerweg route, the village will once again reconnect with the water.
The masterplan is designed with a phased, step-by-step approach that allows for multiple outcomes, all within a clear framework and with a strong guiding mission. Realizing the ambitions of this plan is expected to take about 15 years. The Masterplan was developed by BURA (urbanism and landscape) and Stad2 (planning economics and development strategy), in close collaboration with the municipality of Rheden and in coordination with landowners, current Haveland residents, and the wider Rheden community.
